Paragraph Spacing being added to template

Each time I go through the draft of an email, Civi adds a <p>&nbsp;</p> to the top (and I think bottom) of my template. Where can I control this?

Note: I did change from the WYSIWYG Editor to the Drupal Default, which is also TinyMCE, but I have other options/filtering. I think this was the case before hand, but I have not re-tested that.
