Connecting Constituents with Legislators in CiviMail

For a site I'm helping maintain, we're doing a lot of constituent engagement to get them to contact their legislators. With over 400 legislators in our state legislature, going district by district to manually include contact info for constituents' legislators is out of the question. All of our state legislators are in our database and the house and senate district fields for constituents contain the exact same values for the districts represented fields for legislators.

Is there any way anyone knows (either through existing CiviCRM features or through extensions or custom coding) to have an email from CiviMail dynamically add legislators' contact info for a constituent based on their house and senate districts?

Barring that is there a way to take advantage of our WordPress integrated CiviCRM install to dynamically display a web page with their legislators listed without making them manually enter search criteria (grab their house and senate district values and then plop them into search criteria for legislators with those districts represented)?

We've done something a bit like this using custom tokens. In this case we have relationships to join them but you can do any query / api call in custom tokens

Thanks Eileen! I had a feeling that relationships and tokens might be part of the answer. What I can't find is how to create custom tokens. Can you point me in the direction of where I can figure that part out? Did you have to do any custom coding to make it happen, or were you able to do it through the administrative backend?
