Table 'civicrm_acl' already exists during Database Integrity Procedure

I successfully updraded 1.8 to 1.9.

While then upgrading to 2.0 and running the 2.0 upgrade script (Step 7) I got a message about FK errors and was advised to execute the (Step 4) Database Schema Integrity process. 

During import of 1.9 data into newly created database (part four of Step 4), I got an error that "Table civicrm_acl already exists".

I found answers to other types of FK questions, but not this one. I know Don is very busy, hopefully someone can post a reply others can utiliize too.

The error implies that your newly created db is not empty OR you trying to import in some other db.

Re following the steps might help.
