Permissions problems with PayPal Pro

So, I'm trying to setup an event that requires payment.  Using the build of CiviCRM that came out just a couple of days ago, the SSL problem is now fixes; however, now that I've got PayPal setup with the Signature method, I'm still getting a error message:
"10002:Authentication/Authorization Failed You do not have permissions to make this API call" 

This is happening even though I have gone into my PayPal account, verified it is a Business account, and granted permissions specifically to the API username that PalPal issued when it issued the signature that I put into the civicrm.settings.php file.

My configuration looks like this:
CIVICRM_CONTRIBUTE_PAYMENT_KEY = Key issued by PayPal
CIVICRM_CONTRIBUTE_PAYMENT_PASSWORD = Password issued with key
CIVICRM_PAYMENT_SUBJECT = (well, I've tried all kinds of values, what should go here? )

..and I've gone into the Global Settings/Payment Processor section and put in the API username issued with the signature....

Any thoughts?  Again, on the PayPal side, I gave this API username all permissions... but no luck.

We have not seen this error below (as far as my memory goes). I've been doing some cleanup of the code and tried the below yesterday and things worked fine in the sandbox

i assumed u have signed up for website payments pro, which is an additional signup beyond a business account.

From the error message, looks like your credentials are right, BUT your account does not have API access. Sorry we cant be too much more helpful than that. Please do report back once you have figured out the issue

Thanks so much for this... this step wasn't clear on PayPal, and I just missed this detail on the CiviCRM docs... as I assumed that since I could setup the API credentials, it was already part of my business account...   Their UI has also changed a bit since your docs, so you have to click a link that says something like "looking for another solution?" Not very obvious.

Thanks, this should be my solution, and if not, I'll definitely let you know.

cool, as a "pay-it-forward" thingee, could you please (please, please) update the docs with the latest workflow. PayPal updates its UI on a regular basis and kinda hard for us to keep up without community support :)
