Could you submit another screenshot with the URL in it?  That doesn't look like a CiviCRM page.

i don't pretend to know joomla but

http://joomla.demo.civicrm.org/administrator/?option=com_civicrm&task=civicrm/admin&reset=1

and i go to Admin > Customise > Tags (assuming that is what you are doing)  I end up at

http://joomla.demo.civicrm.org/administrator/?option=com_civicrm&task=civicrm/admin/tag&reset=1

your screenshot showed

/index.php?option=com_civicrm&task=civicrm/admin/tag&reset=1

compared to demo at

/administrator/?option=com_civicrm&task=civicrm/admin/tag&reset=1

does that give you a clue?

*smacks forehead*

I can't believe I didn't see that before (I have been following the thread since the beginning) but petednz is correct that the /administrator/ is being lost on the URL.  I have seen this happen before in Joomla, although I have never been sure of the cause.  Usually rebuilding the menus will fix it, if not then you should check the civicrm.settings.php file in /administrator/component/com_civicrm/ and make sure the base URL contains /administrator/ at the end.
