Recurring payment not applied - duplicate invoice ??

I just noticed a problem with recurring payments and Paypal Standard.     The first recurring payment is applied fine, but then the next year's payment does not.   I have members I know have paid, as I get the email about it from PayPal, but nothing in Civicrm.   

I tried entering one membership renewal manually, but got a 'duplicate invoice number' error.   This was using the invoice number as listed on PayPal for the payment.   I checked other completed recurring payments, and each one had a different invoice number for year years membership dues.

UPDATE:  I just verified that payments were not applied to two other members since May.   I'm also updating to 4.5.1 from 4.5.

UPDATE - 10:54AM EDT - Just noticed this fix in the Change Log for 4.5.1: CRM-15296.   This fixes an issue with recurring payments.    I'll see if this takes care of any issues however, I have to wait until the next recurring payment at the end of the month.

Just received two recurring payments in the past week, on the 25th and today, the 30th.    Neither was automatically posted to the system, I had to manually add the membership renewals.

This worked fine over the past few years, its just recently that I've noticed that its not working.    Has anyone else noticed this issue?

Each transaction had the same Paypal invoice ID as the initial recurring transaction.   I went to the database to check last year's transaction, and it had a different PayPal Invoice ID.      Is PayPal reusing the original ID now as their Inv ID?   Is this something that needs to be fixed on the CiviCRM side or the PayPal side ??
