We are testing out using PayPal for payments for both credit-card (which must be done through PayPal Pro) and PayPal payment (which can be done with either Website Payments Standard or Pro).

When using PayPal Pro to make a PayPal payment (which is done via PayPal Express, it appears), the Item Title is not being provided to PayPal. Since this is how different types of contribution/event are distinguished, this is a problem.

When making a credit card payment via PayPal Pro, the title is sent correctly (e.g., "Online Contribution: <name of form>").

Similarly, when using Website Payments Standard, the title is sent correctly. But if one wants to take both credit cards and PayPal payments, one must use Pro.

It looks like the Pro payment processor is using PayPal Express Checkout to handle non-credit-card PayPal payments, which suggests that this is the same issue as was reported here:
