When I am logged in as an admin on my site and I go to my user page (http://www.cohousing.org/user/3), I see two links at the bottom - one for View Contact Record and one for View Contact Dashboard.

If I log in as an authenticated user, I do not see those links. I do have permission as an authenticated user to go to the dashboard page at http://www.cohousing.org/civicrm/user?reset=1 but i'd really like to have a link to that on the user page.

What permission controls the link showing up?

The "authenticated" role just needs to have "access Contact Dashboard" permission checked - and the link should appear on their My Account page. I just re-verified this w/ a 2.0.3 installation... I also set the "authenticated" role on our public 2.0 demo to have the following permissions:

* access Contact Dashboard
* make online contributions
* profile listings and forms
* register for events

... and you can login as an authenticated user (w/ no additional roles) to verify that this works:
