"CVV required for backoffice?" applies to public forms, too

Hi, I recently experimented with the setting "CVV required for backoffice?" which is located in Admin - Settings - Resource URLs. The help text for this yes/no radio button says "Is the CVV code required for back office credit card transactions"

How useful! I thought. I've been wanting this functionality for a long time.

But if I select "No" i.e., don't require back office users to enter the CVV when submitting credit card contributions ... it in fact applies site-wide, including on our public contribution forms.

Is this expected functionality? Is the description wrong?

There's a JIRA item for making the setting configurable site-wide: https://issues.civicrm.org/jira/browse/CRM-10366 but I can't find any other documentation about this setting.
