I consider this a major issue ....

I presume that is because it impacts on a workflow that is important to you.  It probably won't be considered as a major issue by others since not that many people want people to be able to register for events in the past (and we have to use that kind of thinking to evaluate whether stuff is major since every minor issue is major some someone).

If you are able to debug and fix this issue, I would do so, and submit a pull request to get it into core (that'll be the quickest way to fix it).  If you aren't, I would file an issue and then either wait for it to be fixed in a future version, or pay someone to fix the issue for you earlier (that way it will be fixed for now and in the future, for you and for everyone )

PS. Please check (if you haven't already) that you can reproduce this on the demo site before going any further,
