Point #17 of CiviCRM's update instructions says:

Quote
If your organization has modified the default versions of System Workflow message templates, then the changes and bug fixes included in an upgrade will need to be merged with your modified versions.

But there may not be any changes. What is the easiest way to identify changes in the default message templates after an update?

(I'd love a message somewhere like Drupal does with "there were no changes to the .htaccess, robots.txt, web.config, and default.settings.php files for this release.")

I think there are too many templates for a message like that to be practical.
I think diff is generally the tool people use for this sort of thing.

What would be the simplest diff? Would it be on civicrm/sql/civicrm_data.mysql?

So I just looked at 4.5.3 code at: civicrm/CRM/Upgrade. There is a directory there labeled with the version name of an update. The ones ending in "msg_template" only exist for versions that change something in the default message templates. The newest version that has one of those directories is:

* 4.5.beta2.msg_template

Can we deduce from that there have been no changes to message templates since then. Maybe the green message that comes with "Your upgrade was a success" could list the version when there were changes to any message templates. It would be great if it said which ones, but I'd be happy with just listing the last time any of the message templates changed.

Ah message templates, I thought you were talking about overriding smarty templates.
In that case, yes such a message would be nice. Not sure if it's a top priority though.
