I saw some posts on this in the past, with no clear fix.  I am updating CiviCRM 4.4.3 to 4.5.3 and this message has come up in multiple browsers:

Sorry but we are not able to provide this at the moment.
Your database has already been upgraded to CiviCRM 4.3.4

The new files are in place, cache, as far as I can tell from the instructions, has been flushed. 

Other than sending me to shorter versions of the same instructions, any idea how to fix this, or what the real problem I am having is?

Hmm,

Probably stating the obvious here but this is the message that you would get if you hadn't made any changes to the files.

What happens, for example, if you look at http://example.org/sites/all/modules/civicrm/CONTRIBUTORS.txt

Do you get the 4.5 version of the text?
