Setting resource URL without using Global Settings interface?

I have installed CiviCRM 1.9.12432 (almost) and am getting a "dojo is not defined" error in Index2.php when I attempt to load the "Global Settings" page.

Searching through the Forums, it seems clear that I need to change the Resource URL settings, but the dojo problem prevents me from being able to even access the Global Settings page.

My question is this: is there a way for me to set the Resource URL without going to Administer CiviCRM>>Global Settings? Is there a "back door" to this setting? Where can I find it?

any specific reason u r installing 1.9 as compared to 2.0

We strongly recommend installing 2.0, since thats the latest supported version. Plus 2.0 has got a lot of changes and improvements to it

to answer the orginal question, no there is no back door to this settings. a lot of the settings are stored together in a "serialized" manner which makes a back door non trivial.
