USPS Address Validation

I have reactivated our USPS API permission and confirmed with USPS and in CiviCRM that the validation settings are correct & active, however, this system does not appear to be functional.

If the validation settings are filled, no addresses are saved aside from dropdown boxes (state county).  If I remove all validation settings, then Civi operates as expected.

No errors seem to be thrown.  Is this a case of Civi not keeping up with the USPS API or is something else going on.

For how many of you is this working out of the box?
