Trying to create test site from production site

I am trying to copy an existing production site into a test area on the same server using http://wiki.civicrm.org/confluence/display/CRMDOC/Moving+an+Existing+Installation+to+a+New+Server+or+Location.  When I copy over Civicrm with the rest of the Drupal site, even though I am making the required changed to the settings.php and civicrm.settings.php files, the database from the original site is being used.

I couldn't find what else needed to be changed, and saw that it might be easier to install a fresh copy of Civicrm (can't remember the page I saw this).  However, the instructions on the above mentioned "Moving an Existing Installation..." page is not clear if and when the installer (/sites/all/modules/civicrm/install/index.php) should be run.

So can anybody help with either, 1) why am I still using the original database and not the test one even though the settings for $databases['default']['default']['prefix'] in settings.php and CIVICRM_UF_DSN and CIVICRM_DSN in civicrm.settings.php have been changed

or 2) when and if the civi installer is run for a fresh install?

The only possibility is human error--you have simply made a mistake or overlooked something.

It's always run for a fresh install, but not required for a migration. But an option is to remove your civicrm.settings.php file and install fresh into a test database, and then use the new civicrm.settings.php which you know is now correct. Just edit the CiviCRM database connect string.

Thanks for the answers.  I am unclear what "install fresh into a test database" means.

That means create a new, empty database and install CiviCRM using that database for CiviCRM.
