No, I was suggesting that if other people had also noticed reversion to United States on upgrade when the right-hand box was empty, then I would remove or alter the text on /civicrm/admin/setting/localization?reset=1 that reads To include ALL countries, leave the right-hand box empty.

People on the forum trying to help you can only offer pertinent advice if you provide complete and accurate information.  Until your last post every description of the problem with the country list reverting has indicated that you were leaving the right-hand box empty.  We have only now been told that it also happens if the right-hand box is not empty.

To the best of our knowledge, CiviCRM was adjusting our settings on its own at some undetermined points in time. That is the answer we were seeking.

Now, we at least know one time it does the behavior we are asking about: At version upgrades.

Is it not an error for CiviCRM to make ANY adjustments to user defined settings when performing a version upgrade?

If not, then just how many settings screens are we expected to re-verify after each version upgrade?!

One way to provoke the problem is by doing an upgrade. I believe there have been times the settings have reverted to defaults that we have not been upgrading.

One CiviCRM installation just reverted to "US only in the right hand list" without performing any CiviCRM upgrade since all of the counties were in the right-hand list following the last version upgrade applied to the site.

So, upgrading is NOT the only way these lists end up getting reset.

Presently the site has CiviCRM 4.5.8 installed.

What other code besides the upgrade process touches / edits these lists?
