CiviDiscount and cid=0 show unexpected behavior

I configure an event to be free for all member. So when login CiviDiscount will automatically reduce the price to zero to all member so they can register online. All non-member can also register and pay a fee to come to the event.

The problem show when one member is login on the site and one to register a friend to the event. When on the event page Civievent will told him that he his already register to that event and to click HERE (/civicrm/event/register?cid=0&reset=1&id=1) to register some one else.
But then CiviDiscount will still apply the discount to the price and not charging any fee... Even if the attendee is not a member.

Is there a fix to that or any work arround?

I am not sure whether I would call that a 'bug' or just an undesired feature for your use case, though I would probably err on the side of a bug.

The only workaround I can see is logging out.  You might also submit a bug report to the CiviDiscount people and see what they say.

Do you know where I can report bug for CiviDiscount extension?

And do you know if there a way to set a maximum time that a discount can be use per contact?
