Scheduled Mailing does not go out to users that register after it was scheduled

I'm having an issue where my client is scheduling mailings but he found that users that register to the mailing list between the time that he schedules it, and it goes out, do not receive the mailing.  Shouldn't the contacts be pulled right before the mailing goes out as opposed to the time of scheduling?

Is there a solution to this issue?

Not sure, but maybe.

Given that that is how it works at the moment, if you want to send the mailing again to people that didn't receive it the first time then I go to sent mailings, create a copy of the mailing, and then on the screen where you choose who to send the mailing to and who NOT to send it to, keep the same group selected for the groups to INCLUDE, and for the field 'EXCLUDE Recipients of These Mailing', select your previous mailing.

I won't 'swear' on this - but i was pretty sure i was told in past that if people were added to a Mailing Group while in the process of making the mailing at eg step 3 of CiviMail then they would get included, but i had a suspicion i spotted that not working recently, and just confirmed

if my memory is right that the 'contacts to be emailed' used to be based on the 'members of the group at the actually point of submitting the mailing' - has anything changed that would affect this
