Limit Access to specific actions on contacts

In some organisations, there is a use case for restricting the access to the "actions" available to perform on contacts.

This is the case e.g. for an organisation, where a whole bunch of users can access the CiviCRM admin UI. But not everyone of them should be able to send mails in the name of the organisation.

AFAIK, CiviCRM has no solution for this out of the box!

As a workaround, there was suggested to restrict the access to the summary screen:

 - but unfortunately this does not help in this case, since those users should have access to the other contacts and e.g. to some activities (using ACL).

Therefore, it is clear, that there has to be some modification to CiviCRM (modifying core or building an extension?).

Any idea, where to start? What might be the effort?
