PayPal for people who don't have a PayPal account?

Currently using the PayPal Standard Processor, normally when you create donation buttons on paypal.com you get the following at the bottom of the page:

Don't have a PayPal account?
Use your credit card or bank account (where available). Continue
-----------------------------

I have realized that with CiviCRM that option does not show when forwarded to PayPal. Is there a setting that enables this?

When we first introduced on-line payment, we had a large number of orphaned registrations where the registrant thought they needed a PP account to finish the transaction and bailed for various reasons.  I added the following text and graphic that I peeled from PP on the registration confirmation screen, orphans are much less.

YOU DO NOT NEED A PAYPAL ACCOUNT
If you would like to pay by credit/debit card, look for the following on the PayPal page:

I have some platforms on 4.4.10 and 4.5.3 and yes, I'm using PP Standard.  I looked at Stripe but did not feel comfortable using the integration.  I'm looking forward to trying the upcoming changes that will allow PP Standard on Webforms.
