City - Zip not being saved -CiviCRM 4.5.4 (USPS-stndrd adrs breaks it)

ORIGINAL POSTING:
A new Joomla (3.3.6) install of  CiviCRM 4.5.4
I did about 350 contacts by CSV import.  Some have City/Zip, most do not. (It was not as easy as I would have liked, but I have something). In reviewing the imports, and when I type in a new contact by hand the City & Postal are not recorded in the database.   My way of verifying they are missing was by using phpmyadmin looking at the entries in the civic_address table fields for a specific ID. Indeed they are missing. When I add the City/Zip  by hand they appear in CivicCRM (duh). Of note is that I have turned on geo-coding and loaded the US county extension.  Any thoughts on how to proceed?

SOLUTION:
the Address Standardization USPS extension is broken or I did not configure it correctly.

I had turned on the Address Standardization extension in:  Administration-->Localization-->Address Settings
..."the CiviCRM includes an optional plugin for interfacing with the United States Postal Services (USPS) Address..."
I registered, provided the ID and used the https: URL I received from from the USPS.

When I turned off the option, proper city/state (and address generation) returned.
There must be more than just registering and providing the URL needed to make it work.
Any helpful hints from others who have this working would be appreciated.

Hope this helps.
