Says: - it is currently in use by one or more active events or contribution pages or contributions or event templates.
This is not the case. The Price Set is not used in any events/contribution pages/event templates.
No registrants. No active events. No passed events.
Is something perhaps being cached someplace?

Also unable to delete Price Option in a Price Field in Price Set.

I have the same issue as well - Mine said it was active in one event (but it wasn't).

 It was the original item created for an event before I decided to make a more complicated price set however.  Mine was originally created as the only option for the event.

I even changed the event to a completely different price set and tried to delete and it won't.  Now I have it set to $0 so it at least doesn't get in the way and charge more (edit:  I could also disable it - but not delete, at least now it doesn't display)

Edit2: WORKAROUND -- I could copy the price set, however, then delete the field/option in the copy, then choose to use the new price set for my event.  Still can't delete the original.  My guess is something, somewhere has a record with it, but it's likely just hard to find.
