can't add non-membership Price Set field with radio button to a Memb Price Set

is this a bug? current behaviour at
http://d45.demo.civicrm.org/civicrm/admin/price/field?reset=1&action=browse&sid=10&new=1
is that if i make a membership price set, and i want to add a non-membership radio field (eg magazine with e-version is free and postal is $10) whatever i try I can't avoid the new Price Set field presenting and requiring Membership types

i see a PriceSet i created some time ago that has both membership radio button and non-membership radio button so am sure it used to be possible - have i just forgotten something obvious?

When I tried it just now I didn't have to fill in the Membership Type and Number of Terms for the price options, I could just complete Label and Amount and choose the correct financial type for each option.

The label of Membership Options and the text beneath are confusing though.

thanks joanne - i must have imagined the required field on that - and agree the wording/help text could help strugglers like me
