Membership renewal not sending to PayPal

When a user goes to my membership page, selects an amount then click "Confirm Contribution", they then get sent to the verify page where they click "Continue >>" and then they are brought to the PayPal login page.  HOWEVER, sometimes they are immediately sent to the "Thanks" page and never to PayPal. I can't seem to characterize what is different when it works and when it doesn't! Very maddening.

Has anyone else seen this behavior? Does anyone have a suggestion for what could be causing it and how to fix it?

never heard of that - the only thing i can think of - which is obviously not the issue in your case - is if the user clicks Pay Later
