mail not being sent to all receipiants

HI Guys

Am trying to send a group email to about 400 users and when I execute the action to send scheduled Job only about 10 are sent and the job status says "running". This does not change and remaining recipients do not receive there emails.

I also get this error message:

Warning: fopen(/usr/local/pem/vhosts/133996/webspace/httpdocs/NewSite/drupal7/sites/default/files/civicrm/ConfigAndLog/CiviCRM.e5b36e1cf36c3e22f5cd0521a813b72b.log): failed to open stream: Permission denied in Log_file->open() (line 216 of /usr/local/pem/vhosts/133996/webspace/httpdocs/NewSite/drupal7/sites/all/modules/civicrm/packages/Log/file.php). 

Can anyone out there please help

You might want to fix your file permissions so that civicrm can log error messages to that file

that might give you a few more clues as to why mail is not being sent
