Chipping away at monolithic admin CiviCRM permission

With 4.5 - the ability to change option lists is really easy to find and use, which is great. And, it is protected behind the admin CiviCRM permission (as it should be).

The only problem is that we give almost all our users admin CiviCRM permission simply because they need to be able to edit Message Templates (which requires having admin CiviCRM permissions).

I think the right solution is to change the message template permission - perhaps create a new one like admin CiviMail or simply edit message templates.

Any thoughts or suggestions?

(Also commented on the issue but ...) I think it would be better to make this kind of change which affects user roles and work processes in 4.6 rather than a point release. The current PR is against 4.5. Unless there's some urgency, can you resubmit PR against master. Thanks!
