"oops" when multiple registrants have same billing email

It seems like it might be a fairly common scenario, for multiple registrants to have the same billing email address. But our client is reporting:

We had multiple individuals try to register but were told they were already registered.  What we traced it back to was they were all using the same email address in the “Bill to” section.  All were using their own email for their information but all were asking that a bill be sent to the same person /email.  I suggested to the person who called to leave the bill to email blank and that allowed them all to register.

Does this have to do with dedup rules?  I don't see any that would seem to apply.

When you set up your event did you select

"Allow multiple registrations from the same email address" ?

Er, well, no ... though in my defense, I didn't set it up :)
