Meaning of "User and User Admin Only"

We have a profile that's being used as a simple member directory lookup.  Some of the fields are marked as "User and User Admin Only", with the intention (hope?) that these fields would only be shown on the profile/view page to Users (logged in users) and User Admins (site administrators).  However it seems that while anonymous visitors certainly can't see them, and site administrators can, regular logged in users cannot.  In trying to figure this out, I've gone so far as to enable all "profile" permissions to all types of users in Drupal permissions, with still no change.

So am I misunderstanding the usage of this setting?

Have you given your logged in users the Access all custom data permission?

Not 100% sure but I think "user" might refer to "the user whose data this is" and therefore would exclude other users.
