From a user perspective, it would be really useful if the contribution reports could be extended to include these pre-set values on the receive date-filter on Contribution reports:

start date - end date:

a. From start of last year - 12 months ago
b. From start of same quarter last year - 12 months ago
c. From start of same month last year - 12 months ago

Practical examples:
Let us say the date is August 15th 2014.
The criterias would then show
a. January 1st 2013 - August 15th 2013.
b. July 1st 2013 - August 15th 2013.
c. August 1st 2013 - August 15th 2013.

This would be really good, because that means that we easily could show the income report of YTD in one dashboard report (like January 1st 2014 - August 15th 2014), and comparable values from the year before (January 1st 2013 - August 15th 2013) in another dashboard report.

Any thoughts?

Not all countries start their fiscal year on 1 January.  There is already a setting for start of fiscal year in the localizations setting in CiviCRM.
 
If this ends up happening it would be very useful to also include:

d. From start of previous fiscal ( financial) year - 12 months ago.

Using your example of 15 August 2014, the range of dates covered could be one of :
1 January 2013 - 15 August 2013
1 April 2013 - 15 August 2013
1 July 2013 -15 August 2013
1 October 2012 - 15 August 2013
depending on the country.

Your solution for fiscal year sounds better.

Where is the settings for fiscal year located?

Administer > Localization > Date Format 

(not the obvious place to look for it  - perhaps it would be better if it were Date (and Calendar?) Settings instead of Date Format).
