Send out a petition for signing
When your petition is ready, you will want to publicise the URL where people can sign it.
    Go to Campaigns > Dashboard > Petitions.
    Click More > Sign next to the name of your petition.
    You will see your petition; copy the URL and use this link to email to your existing contacts, or add to your web site for individuals to sign your petition.

When i go to set it to "Sign" (and i am superadmin) i get Error: 0 -
Sorry but we are not able to provide this at the moment.
You do not have permission to access this page

Might be something with the way the url is encoded.

Could you do the same on the joomla demo and copy paste both this url and the one from your site?

Here is the URL from the demo site:

I am experiencing the same issue.

I created a petition to capture info in a basic 'Contact Us' page.  It has these fields:

From the Contact profile:
First Name
Last Name
Email Address

From the Activity profile:
Subject
Message

I am getting the exact same error as Karenann.

I figured out that I needed to add permissions to the 'Public' user in [Joomla Global Configuration - CiviCRM component] to sign online petitions.  That key piece is missing from the documentation.  But it does mention that it is necessary for Drupal, so I took a chance and luckily, the solution was the same in Joomla.
