New mailing - 4.6.alpha4 - only disabled headers and footers are listed [LAPSED]

This post has lapsed because the behaviour has changed in 4.6.beta1 (or perhaps I understand it better!). I'll create another post for that.

When creating a new CiviMail mailing in 4.6.alpha4, only disabled items are listed in the Header and Footer fields. Enabled headers and footers are not shown.
