Records updated regardless of profile setting

Profile forms have the setting 'Update contact on a duplicate match'. But even when turned off existing records are updated with new contacts (create with this form) with same email address.
I can not repoduce it on a new installation. So it must be some setting. But which??

I could not even replicate this on a new 1.9 install, so I do not expect to be able to replicate in on the demo.
I need to continue fault finding on the copy of the system.
