Unsubscribe links are incorrect

Unsubscribe links in my CiviMail mailings are incorrect and give users a page not found error when clicked.

Previewing and test messages look correct:
http://xxxx.com/?page=CiviCRM&q=civicrm/mailing/unsubscribe&reset=1&jid=957&qid=332109&h=088c8054b84ab358


But the actual message delivered to the user is incorrect:
http://xxxx.com/civicrm/mailing/unsubscribe?reset=1&jid=983&qid=342091&h=9cccde363918529c

Do you have the base page set here xxxx.com/wp-admin/admin.php?page=CiviCRM&q=civicrm/admin/setting/uf&reset=1, which is a page created in WP?

No, it is blank so that Civi uses the WP default page

Can you try set a base page and see if the issue persists. If it still persists the civicrm.setting.php the  CIVICRM_UF_WP_BASEPAGE may also need to have that same basepage set.

What base page would I set when WP doesn't have a specific base page?

It's confusing since the test messages have the correct link. Why would the non-test messages have a different link generated from the same token?

I tried setting a base page as suggested, and it's still broken :(
