foreign key constraint violation when trying upgrade past 4.5.0

Apologies for cross posting, but I'm hoping someone with CiviCase experience might have some insight on this problem: http://forum.civicrm.org/index.php/topic,35804.msg152131.html#msg152131
Essentially my upgrade is a failing when trying to modify case_type_id field and reports a foreign key constraint violation.
