Geocoding and Google API Key

I have two different installations of CiviCRM on a server.  Both are running Wordpress 4.1.1 with CiviCRM 4.5.6.

Each installation has a different Google API Key as they are two separate websites. 

When utilizing geocoding for individual addresses or through the address geocoder job, it appears as if the API Key is not being utilized by CiviCRM as none of the requests are logged by Google's developer console.  Moreover, I performed a batch address geocoder job on site one, which reached the 24 hour limit set by Google, and site two also reported I hit the query limit despite not processing anything.

Basically, does CiviCRM take into account the Google API key and utilize the key when making geocoding requests?  Or, is it no longer transmitted since Google made the key optional?

I had something similar to this and found that I needed to use the IP of my server (not the dedicated IP used by my domain) when registering the key with the Google API.
