Membership Price Set Breaks Display of Payment Type Options

CiviCRM 4.5.6

I created a contribution page with payment processor and pay later enabled. If I use a price set for the membership portion, the front end page hides the Payment Type line. If I use the default Membership Selection option in CiviContribute, the Payment Type line is displayed.

I did replicate this in the demo environment.

Is this expected behavior or do I need to open a ticket in Jira?
