cron job via wp-cli?

Does anyone run cron jobs via wp-cli?  It seems to generally work - except that it doesn't respect any changes to wp-settings.php, notably the timezone.

Has anyone found a reliable way to set the timezone for php when running wp-cli that don't involve changing /etc/php5/cli/php.ini?  I don't have root on this server.  It seems like I should be able to use some sort of config YAML file according to the docs, but I haven't been able to get it to work.
