Multi-site users can see mailings from other domains

I was wondering if I have something misconfigured, or I'm misunderstanding the docs?  All users can see mailings from all domains.  Since the wiki says that mailings are domain-specific, and I know that civicrm_mailing has a domain_id field, I'm wondering if the default behavior should be to hide mailings that don't belong to the domain in question?  Perhaps we need a permission that says, "View all mailings" that lets you view all mailings across multiple domains?

I'd say it is a bug to show mailings for other domains. And yes, a permission to view all mailings for all domains would be a nice new feature.
