Prevent same contact from registering twice?

We are allowing multiple registrations with the same email address, as often an admin assistant will register everyone from the same entity, for example.

We have the event using a dedup rule based on email, first name, and last name.

However, the event is allowing multiple registrations from the same contact (same contact ID). How do we prevent this?

Does anyone have ideas on how to troubleshoot this?

Or rather how to configure things to prevent multiple registrations from the same contact?
