Can admin change the fee level for a participant?

We have discovered a number of cases where an administrator needs to change the fee level for an event registration:
1) The registrant is a current member but hasn't logged in to the site and wasn't offered the member discount
2) A member renews but then registers before we have processed their offline payment, so doesn't get the member discount.
3) An expired member registers as a non-member, but we'd rather re-jig that as a renewal and a member discount.

The "product" (Fee Level) doesn't seem to be editable at all, which is making for some pretty weird invoices. Is there a way of changing it?

Are people registering on a civicrm page or via a webforms?

In 4.5 event registrations can be edited but back office staff.
