This thread (http://forum.civicrm.org/index.php/topic,6704.msg29536.html) back in 2009 indicates what the defaults are for confirmation/receipting for memberships, and indicated that there was no admin setting in the UI to modify the defaults. This doesn't appear to have changed in the intervening years.

Is it possible to change the defaults - perhaps by amending a setting in the database or adding a line to civicrm.settings.php, such that it would survive an upgrade?

I have a client who wants to have confirmations sent out by default on renewals, and the frontline staff who handle them often forget to tick the box.
