Users managing mulitple contact groups can only see contacts from one group

Problem: Users in multiple ACL groups managing multiple contact groups, or in one ACL group managing multiple contact groups cannot view or edit contacts in more then one group.

Tested in CiviCRM 4.4.5 on Drupal 7.34, 4.4.5 on 7.35 (upgrade of drupal) and 4.5.8 on 7.35 (fresh install). The first two are operational installations. The last is a test install using ACL example given here wiki.civicrm.org/confluence/display/CRMDOC/Assign+Users+to+Roles with extra groups and contacts.

Only affects users assigned  a particular Drupal role, one designed to limit users to viewing/editing contacts in their assigned contact groups. This works to the degree that they can at least view/edit contacts in any group so long as it's the only group they are managing via ACL.

Things I have checked, some obvious, others just in case something funny is going on.

ACL flag on for 'administrative' groups.
ACL roles pointing at correct admin user groups and so on.
'Synchronise Users to Contacts' and also 'Find and Merge Duplicate Contacts' have been run.
Adding a user and then adding the auto generated civi contact to the acl group without syncing or merging with any existing contacts.
Changing 'Operation' from 'Edit' to 'View' and vice versa.
Switching on/off acl flag for contact groups.
Switching on/off the reserved flag for admin or contact groups.

I tried to test this out on the demo site but I don't think it's possible, when I select Drupal menu it's blank. Intentional?

Any help much appreciated.
