Address pointed to by event template.loc_block_id updated by ?

An address row pointed to by loc_block_id used in event template has been updated 2x but not by a user/manually - is there anything in de-dupe or other function that might automatically update the values for address? Loc_block_id itself is valid and only used in event instances that are children of the template.
