'Daily' cron job runs 30 minutes later each day

Anyone noticed that 'Daily' cron jobs run 30 minutes later each day?  I am running cron every 30 minutes, but that would be 15 minutes later when running every 15 minutes (etc).

There seems to be a flaw in the 'Daily' logic in cron handling - this is true for 4.4 as well as 4.5.  Sometimes (very occasionally) it runs at the same time the next day.

I guess this is a bug as eventually a daily job wouldn't get run at all...  comments?
