Welcome to the CiviCRM forums :)

Which version of CiviCRM are you using? What CMS? (drupal, wordpress, joomla)

Can you check if your CiviCRM is running in "multi-lingual" mode? At the bottom of the Localization settings page, there should be a section "multi-lingual support". It will display a message either saying that you can enable, or disable multi-lingual support.

If multi-lingual is enabled, it might be caused by the "inherit CMS language", or the language set by the language switcher.

If possible, a screenshot of the lozalisation settings would also help identify the type of installation.

Hmm, strange. I'm afraid I haven't encountered this problem and I am not sure what might be causing it.

One option might be that the entry in the "civicrm_domain" database table has problems. You could try deleting it by running the query "update civicrm_domain set config_backend = NULL". Do not forget to backup first.

Thank you for the hint Mathieu! I had the same problem and your solution did the trick.
