civicrm requires either First + Last or Email

If you have contacts with no first name, and you want them to import, then I would just make up a first name that will then be easy for find and delete/change eg QQQ

good luck

if you mean, you do Import A which contains Contacts X, Y and Z, but the import does not import Y. Then you redo the import with those that failed, eg Y, without making any other changes, and the import works, then I have no suggestion sorry.
