Membership reminder shoots every hour

I have a problem with Membership Reminders firing every hour since the upgrade (from 4.5.7 to 4.6.2).

The Membership Reminder is not set up to repeat but is scheduled to send 3 week(s) before Membership End Date.

The Send Scheduled Reminders job is set up to run every hour but previously it would only send once (and then there was the bug with the reference date)

Can you expand on "and then there was the bug with the reference date" with a description or a link to another forum topic/jira issue.
