Bug: ampersand in activity label

On my Joomla site, and on demo sandbox site: trying to add an activity with "&" in the label to a case timeline throws an error:

Error
Failed to parse CaseType XML: Line=41 Column=16 Code=68: xmlParseEntityRef: no name

This happens whether creating a new activity type on the fly, or if I predefine it under Customize Data & Screens->Activity Types, and then try to use it within CiviCase.

I tried and got the same result. Looks like a bug.
Filed as https://issues.civicrm.org/jira/browse/CRM-16360
