can you use the "User Import" Drupal module to import nonprofit members?

I saw Drupal has a nice module that simplifies the user import process.  I have recently learned that civicrm see users and contacts differently.

Can I import people I consider association members, using the "User Import" Drupal module then synchronize users or something like that?

I don't know which module you refer to, so I'm not sure exactly how it works. But there is a good chance if you bring in users to Drupal via import and you already have CiviCRM turned on that the CiviCRM contact records will automatically be created if they don't already exist. I would try this:

1) Back up everything!
2) Import users into Drupal
3) Search in CiviCRM for some of the email addresses associated with the users you just imported.
4) If they are not showing up in CiviCRM, backup everything again.
5) Now use the CiviCRM > Administer CiviCRM > Synchronize users to contacts feature to sync them
