 Is the present CiviHR 1.4 compatible with CiviCRM 4.6.x? How much would be needed to make it work?

No, CiviHR is not compatible with 4.6.x
It can be used with CiviCRM 4.5

From the development team at Compucorp:

The MVP product to be released at the end of the year will be based on Civi4.7. At the moment we support v4.5 and will probably continue to do so until the MVP.
